The objective of this study was to determine how Empowerment as a strategic tool improves productivity in the municipalities of Metropolitan Lima. It was based on a quantitative, explanatory, correlational, pre-experimental, cross-sectional, quantitative approach. The population consisted of 235 workers from 3 selected municipalities of Lima, the sample was based on a criteria-based sampling where 30 people were considered for the control group and 160 for the experimental group, the data collection instrument and the SPSS softawe was used for processing by means of the T-student and Mann Whitney U tests. It was found that empowerment as a strategic tool significantly improves productivity in the municipalities of Metropolitan Lima (p=0.000<0.05). It can be deduced that in an organization that cultivates a culture of Empowerment, employees are treated as full partners and are expected to demonstrate both individual and group competence, assuming leadership and exercising discretion when making strategic decisions.
